CNSP is looking for a Drafter/CAD Operator III-Journeyman to support the Department of Energy (DOE) Western Area Power Administration (WAPA) Rocky Mountain Region (RMR) and support our team providing drafting services under this Technical Support Services contract.




  • Facilitate manual “board” drafting request through Head Quarters Drafting and Central Files.
  • Draft electronically using computer-aided engineering (CAE) techniques per requests.
  • Draft both new drawings and revisions to existing drawings from rough sketch, marked print, or electronic copy.
  • Provide checking and analyzing of details, dimensions and completeness of drawings to be drafted.
  • Complete assignments in accordance with priority and due dates assigned by WAPA task managers, COR or CO.
  • Conform to WAPA Standards.
  • Use latest version of AutoCAD drafting software, WAPA’s Auto LISP-based drafting enhancement software, and symbols/LISP/template directory as approved by WAPA’s HQ.
  • Use the WAPA/RMR standards manuals.
  • Use the standard WAPA engineering drawing sizes A, B, C and D as applicable.
  • Control and Tracking of Drawings in the Drafting System.
  • Utilize WAPA’s Drawing Information System (DIS) for requesting and maintaining revision levels.
  • Track work requests and the status of drafting projects using an appropriate tracking system as approved by the COR or CO, throughout the process from requestor submittal to final archival.
  • Track electronic and physical location of all drawings in the drafting process.
  • Coordinate filing, storage and retrieval of both manual and electronic drawings locally and through HQ.
  • Archive completed drawings per WAPA standards.
  • CAD and CAE System Operation and Administration.
  • Operate and support AutoCAD on WAPA LAN/WAN system.
  • Maintain the RMR electronic drawing library, including drawing indexes by FID.
  • Maintain, support and operate associated plotters and printers including software and drivers.
  • Maintain, support and manage disc space management and file transfers on local and remote servers.
  • Support limited testing of new drafting products – software and hardware.
  • Attend Joint Area Computer Aided Engineering System Support (JACAESS) committee meetings when required.
  • Clerical and Coordination Tasks.
  • Maintain complete records on the status of all incoming and outgoing work and the location of all drawings.
  • Prepare and record project requests and documentation and archival transmittal letters with Head Quarters Drafting and Central Files.
  • Request drawings from HQ.
  • Perform drawing research.
  • Work and coordinate with foreign utilities on shared facilities.
  • Reserve drawing numbers and revision blocks in DIS.
  • Ensure that a reasonable stock of necessary supplies is maintained in order to support continuity of work.
  • Coordinate and carry out drawing distribution.
  • Make copies and operate reproduction equipment as needed.
  • Additional Drafting Tasks:
    • Assist RMR personnel in the research of data and document gathering associated with the planning, design, construction, operation and maintenance of RMR facilities.
    • Provide photographic records of RMR facilities upon request.
    • Convert, maintain and update the “Facility Reference Information System” (FRIS) SharePoint website with the following information.
    • Switching and Single Line Diagrams.
    • Facility 1000 series drawings.
    • Facility photographs (jpeg, if available).




This position will not have supervisory/management authority.




  • An associate’s degree or formal college level drafting course and equivalent work experience in a related engineering field.
  • BA/BS or MA/MS is highly desired.
  • Must have a minimum of five (5) years of drafting experience.  Three (3) of those years must be recent and full-time on AutoCad. 
  • Must be expert in either AutoCAD 2012, 2D & 3D, Civil 3D or PLS-CADD.
  • Must be familiar with Raster Editor software.
  • Must be proficient with conversion of manufacturer drawings to standard AutoCAD format and drafting standards.
  • Must be proficient with multi discipline drafting including grading, civil, structural, outdoor electrical, mechanical, architectural, high voltage transmission line sections and details, wiring diagrams, schematics.
  • Must be able to work independently.
  • Must be able to work from sketches and verbal instructions from engineer.
  • Strong written and verbal communication skills.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).




  • Working knowledge of design and drafting practices is required.
  • Working knowledge of Quality Assurance principles is required.
  • Working knowledge of federal and state codes/guidelines is required.
  • Ability to deal with a variety of people in a professional and courteous manner in diversified situations.




This position is primarily performed in a secured federal office setting, a controlled office environment as well as working outside in a job site environment.
