CNSP is looking for an Engineering Technician V (Metering Operations) – Senior to support the Department of Energy (DOE) Western Area Power Administration Rocky Mountain Region (RMR) and support our team providing metering operations services under this Technical Support Services contract.




  • Responsible for project management and cross functional coordination with other RMR departments and WAPA-RMR’s customers may include, but are not limited to the following:
    • Settlements: Coordinates, specifies and defines the metering data requirements required for WAPA-RMR’s customer power billing for individual projects. Assures the specifications and installation of metering equipment complies with the WAPA Meter Policy and provides the required metering data for WAPA-RMR’s Settlements department.
    • Contracts: Provides review and edits, as a metering subject matter expert, to all RMR’s contracts and agreements that contain the necessary metering equipment or metering data contractual language. Initiates requests to the RMR’s Contract Manager for updates and revisions to existing contracts, when system metering equipment changes occur or new metering systems are established.
    • Operations & SCADA: Coordinates data point check-out with both SCADA and the RMR-WACM Balancing Desk and specifies and defines the metering system data requirements from field metering equipment to WAPA-RMR’s Operational systems and data bases. Assures metering system data compliance with the WAPA Meter Policy provisions and NERC Balancing Authority requirements, as well as external customer’s data requirements.
    • Maintenance and Construction: Reviews metering equipment specifications and installation requirements to comply with the WAPA Meter Policy provisions. Coordinates metering field commissioning activities and schedules between Maintenance personnel and WAPA’s customers.
    • Legal: Provides WAPA’s legal consul advice, as a metering system SME, and makes recommendations concerning metering requirements with respect to the WAPA Meter Policy adherence for the determination of legal sufficiency. This is primarily required for new contracts or agreements.
    • Transmission Planning, Business and Engineering: Reviews interconnection agreements, system impact studies, facility studies, and customer’s load increase requests to provide edits or recommendations of required metering system and metering data requirements.
    • Finance: Coordinates funding deposits for metering agreements or contracts between customers and WAPA-RMR’s Finance department. Establish work orders for metering projects and tracks and manages material and labor charges for these work orders.
    • Customers: Serves as a point of contact for WAPA-RMR’s metering program with RMR’s external customers. Coordinates cross functionally with pertinent WAPA-RMR departments to assist with customer’s meter system or metering data problems. Reviews and approves customer’s metering system equipment specifications, test reports and installation drawings for compliance with the WAPA Meter Policy.
    • Project Management: Coordinates and provides documentation (e.g., meeting agendas, minutes, schedules/milestone timelines, costing, action items, and project notifications by internal and external meetings with WAPA-RMR personnel and customers, to identify required metering changes and to develop new metering projects.
    • Metering Policy Revisions: Recommends and updates the provisions of the WAPA Meter Policy and coordinates these revisions with the other WAPA regions. Provide Meter Policy compliance review for new or revised letter agreements and contracts.
    • Manages and updates the WAPA-RMR Meter Application Agreement (MAA) process. Serves as the point of contact and cross functionally coordinates the MAA process between pertinent RMR departments and the customer.
    • Reviews WECC/NERC/FERC/IEEE related metering standards and regulatory orders to assure WAPA-RMR continues to meet requirements for metering installations, data resources and accuracy.




This position may have supervisory/management authority.




  • An associate’s degree in electrical engineering is required.
  • BA/BS or MA/MS is highly desired.
  • A minimum of ten (10) years’ experience as a Meter and Relay Technician, or Engineering Technician, with specialized experience in coordinating metering and relaying installation and required. 
  • Extensive knowledge in the operation, testing and maintenance of high voltage power system metering, relaying, and control systems.
  • Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).
  • Strong written and verbal communication skills.




  • Working knowledge of engineering practices is required.
  • Working knowledge of Quality Assurance principles is required.
  • Working knowledge of federal and state codes/guidelines is required.
  • Ability to deal with a variety of people in a professional and courteous manner in diversified situations.


This position is primarily performed in a secured federal office setting, a controlled office environment as well as working outside in a job site environment.
