  • Facility Emergency Action Plan (FEAP) Support
  • Review the Department’s current FEAP and procedures, and prepare recommendations for addressing needed enhancements and updates
  • Support the development and implementation of a Multi-Year Strategy and Program Management Plan for the plans
  • Support or lead planning efforts for operational/event specific plans 
  • Provide policy and procedural guidance on EAPs for domestic Department of State facilities
  • Develops facility-specific knowledge of geographic area conditions through research and familiarization visits
  • Conducts comprehensive reviews of EAPs for validity and conformity
  • Ensures plans adequately account for facility-specific nuances that will impact preparedness and response
  • In coordination with the Training and Exercise Team, works with Facility leadership team (Designated Official, Facility Security Committee (FSC), Facility Emergency Action Plan Coordinator) to develop appropriate training, drills, and exercises to test EAPs
  • Reviews the duties, training, and activities of the FSC to ensure the program meets Department policy guidelines
  • Ensure EAPs meet mandatory compliance requirements with established policies and procedures
  • Conducts on-site visit to evaluate the effectiveness of FEAP program, in coordination with Designated Official and FEAP Coordinator
  • Analyzes program deficiencies develop solutions, and present findings on most complex and significant obstacles to program development
  • Provides briefings to facility personnel other stakeholders on EAP program as requested
  • Drafts and coordinates program initiatives, provides expert advice and program assistance, and prepares and coordinates responses to various taskings and assignments from leadership
  • Coordinates the requests for emergency planning for individuals who submit a DS-4126, “Emergency Planning Requests for Employees with Disabilities.
  • 1-Management Consultant
  • Support the lifecycle of a comprehensive emergency management exercise program
  • Assist the planning and design phases to, intra & inter-agency, and national level exercises by preparing and disseminating products such as the Exercise Plan (EXPLAN), Controller/Evaluator (C/E) Handbook, Master Scenario Events List (MSEL), player briefings, and After Action reports/Corrective Action Plans (AAR/CAP) in the Homeland Security Exercise Evaluation Program (HSEEP) format
  • Apply creativity to design, conduct, and maximize participation in emergency exercises
  • Support webinar-based exercises
  • Recruit, select and train volunteers 
  • Serve as controllers and evaluators as needed
  • Provide technical assistance to bureaus and offices for exercise planning and execution
  • Support the development and implementation of a Multi-Year Strategy and Program Management Plan for the training and exercises
  • Support coordination and participation in interagency exercises
  • Develop playbooks that can be used by customers to conduct and execute their own emergency exercises
  • Assist in the implementation of annual exercise and training and staffing plans
  • Schedule, and assist in the execution of all levels of training and administration of exercises
  • Provides expertise, guidance, consultation, and facilitation for the Department by planning designing, executing, and evaluating exercises and providing exercise related products
  • Develops, reviews, coordinates, and implements annual exercise and training plans
  • Represents Training and Exercise functions in various meetings and activities by preparing impact statements, briefings, and other forms of correspondence


  • General Emergency Management concepts
  • National level policy, including the Post-Katrina Emergency Management Reform Act of 2006; Executive Order (E.O.) 12656, Assignment of Emergency Preparedness Responsibilities; National Exercise Program; National Security Presidential Memorandums, and the suite of deliverables in the formerly known as Presidential Policy Directive -8 National Preparedness
  • Public/community messaging strategies
  • Applying project management methodologies to accomplish tasks
  • Knowledge of MS SharePoint
  • Knowledge of AngularJS JavaScript (IT specialist)
  • General MS Excel (or other applications) spreadsheet utilization to capture and analyze data
  • Experience in managing multiple schedules/priorities and ability to be flexible to shifting priorities
