We are seeking a Senior Facility Security Specialist to assist the Director of Security at the Financial Crimes Enforcement Network (FinCEN). The FinCEN is a bureau of the U.S. Department of the Treasury, whose mission is to enhance the integrity of financial systems by facilitating the detection and deterrence of financial crime. FinCEN carries out its mission by receiving and maintaining financial transactions data; analyzing and disseminating that data for law enforcement purposes; and building global cooperation with counterpart organizations in other countries and with international bodies. FinCEN is a network, a means of bringing people and information together to fight the complex problems of money laundering, terrorist financing, and other financial crimes. Since its creation in 1990, FinCEN has worked to maximize information sharing among law enforcement agencies and its other partners in the regulatory and financial communities.




  • Senior Level Facility Security Specialist
  • Assist in the development of policies, procedures and other forms of guidance to support the Director and Deputy Director of Security in coordinating, evaluating, developing, planning and administering FinCEN’s Facility, Physical and Information Security programs to safeguard classified information.
  • Process Treasury Foreign Intelligence Network (TFIN/JWICS) account request for Treasury employees/contractors to gain access to classified email.
  • Verify visitor clearance information for access into the SCIF.
  • Maintain applicable SCI directives, regulations, manuals, SOPS, and guidelines
  • Manage SCI personnel according to IIA and ODNI directives.
  • Conduct SCI security briefings, indoctrinations, and debriefings
  • Investigate SCI infractions/violations, making recommendations and preparing required reports
  • Produce and review emergency plans for the SCIF.
  • Determine Physical Security requirements, access to facilities or information and other operational requirements;
  • Perform security services in Physical and Information Security, apply incident management, problem solving, task management and producing finished documentation; e.g., reports, special studies, policy and procedure development, security designs, training programs and assessments;
  • Develop and monitor project tasks and schedules
  • Utilize SIMS (Management Information Systems) for federal and contracting employees.
  • Prepare letters of intent to deny or revoke individuals of special access programs.Control access to the cleared facility through oversight of physical security systems including: badging, access control (Lenel) CCTV and alarms.
  • Support the Industrial Security Department in all areas of personnel and information security. Assist in ensuring proper personnel security procedures are followed in accordance with the National Industrial Security Operating Manual (NISPOM), intelligence community directives, corporate policies, and government regulations and directives.
  • Maintaining a roster oversee/direct locks and keys and safe programs X10 Mosler, changing and reset safe combinations when required and maintaining GSA approved vault activity records.



This position will not have supervisory authority.




  • TOP SECRET/SCI Required
  • High School degree required
  • Four years experience and one year specialized experience in the aforementioned areas of Physical and Facility Security
  • GSA Vaults & Containers Course or a course of similar nature and length
  • Traka High-Security key Management Control system experience
  • 10 Digital Lock Certification Course
  • LENEL Certified Associate (LCA)



  • Basic hands-on experience in Facility and Physical Security disciplines (e.g.; technical, physical, derivative classification, operational or signal security; counter intelligence; antiterrorism; counterterrorism; surveillance, counter surveillance or surveillance detection; infrastructure protection; force protection; technology protection; or industrial security programs);
  • Working knowledge of implementing government security programs and policies;
  • Solid and proven written and verbal communication skills; and
  • Four years general experience and one year specialized experience in the aforementioned areas of Facility and Physical Security
  • Ability to communicate via written and oral means.
  • Experience in the use of Access Database, Excel, and Word.
  • Ability to handle multiple tasks with little to no supervision.




The duties of this position are primarily performed in a climate controlled office environment. Occasional travel and overnight stay may be required.
