SUMMARY

Ensures the successful implementation and management of the contract to support DHA and the Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA) in essential functions such as document management and publications. It is vital that the support is effective, efficient, and reliable to professionally manage correspondence, publications, official records, report generation and training.  Ensures contract activities are fully coordinated and executed, standards met and products are client-ready. Identifies trends, quality concerns, and allocates resources, as necessary, in support of program execution and acts upon performance feedback from DHA. Responsible for overall management and successful contract performance. Reviews performance regularly with the COR and leadership to address contract, quality, and performance successes and issues. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Lead, direct, oversee document process support and editing/proofreading of outgoing correspondence.
  • Serves as the team member responsible for assigning taskers to the team for editing and/or further tasking to DHA offices.
  • Ensures recurring daily and weekly reports on workload, timeliness and overdue correspondence actions are submitted to the client.
  • Evaluates and develops project plans and budgets.
  • Coordinates with multiple internal and external groups.
  • Disseminates information on any problems or potential delays and implements mitigation plans.
  • Ensures that projects remain on schedule and within budget.
  • Informs program director of project progress.
  • Manages aspects of customer interface, including requirements of cost, schedule and technical performance.
  • Manages project deliverables and progress through continuous communication with project members.
  • Participates in negotiation of requirements and requirements changes.
  • Responsible for cost, schedule, scope, and risk management.
  • Serves as focal point for and liaison between departments on project status or other project information.
  • Partners with key cross-functional partners to solicit customer and associate feedback to identify program improvement opportunities for implementation.
  • Works in conjunction with various parties such as business development, field support and customer service to handle complaints and ensure support plans are in place to maintain long-term customer relationships
  • May perform other job related duties assigned as needed

 

SUPERVISORY/MANAGEMENT AUTHORITY

Manage a contract team of 27 employees and provide input towards hiring/firing/performance decisions.  Interact with Administrative Operations Support Lead on a regular basis along with communication with high-ranking civilian and military authorities.

EDUCATION and/or EXPERIENCE

Bachelor’s Degree and ten (10) years of management experience and/or a combination of education and experience.  Requires experience acting as the primary interface with government program authorities and representatives on technical and project issues, supervising project operations by developing procedures, planning and directing execution of the technical support effort, and monitoring and reporting progress.

Active Secret clearance required

 

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Strong communication skills
  • Ability to lead a team
  • Knowledge of or experience with correspondence and task management systems such as, CATMS
  • Self-motivated, with the ability to work independently and with a sense of urgency
  • MS Office Tools required (Proficient in Word, Excel, and PowerPoint)
  • Knowledge of management principles, organizational theory, and techniques of analysis and evaluation
  • A working knowledge of the United States Military and the Department of Defense to include but not limited to ranks and titles of uniformed service members
  • WORK ENVIRONMENT

    This position is performed in a climate controlled office setting.  Some travel may be required.
